What is SIRA Approval?

The Security Industry Regulatory Agency (SIRA) ensures that all security systems designs follow standardized regulations, such as camera resolutions, visibility, and durability to enhance credibility. SIRA Approval is mandatory for legal compliance, standardization, and privacy adherence in Dubai.

Why is it important to use a SIRA-approved consultant?

A SIRA-approved consultant can help you get approval for your CCTV design, SPC Certificate and ensure that your security system meets all the required standards.

What are the requirements of SIRA Approval in a building, and why is it needed?

In Dubai, SIRA Approval for residential buildings is a regulatory requirement that ensures safety and strengthens the security of residents. The process mainly covers CCTV design approval for residential buildings, making sure that the camera placement, recording systems, and alarm systems comply with the technical guidelines set by SIRA.

In order to obtain the SIRA certification, building management must do the following:

  • Obtain the initial security plan drawings from a SIRA-approved security consultant, including CCTV layout, access control, and monitoring points.
  • Ensure installation is carried out in accordance with the consultant’s drawings, using only SIRA-approved devices.
  • Complete commissioning of CCTV, Access Control, ANPR, and E Guard systems.
  • To obtain the E-Guard Connectivity Certificate, SVG drawings for the camera and alarm system mapping are required. The Security Consultant will prepare and provide these drawings in compliance with SIRA standards.
  • Submit as-built details of the CCTV system, including the VSS certificate and ANPR connectivity, to the security consultant in order to obtain the final as-built stamped drawings and Security Plan Certificate from SIRA.
  • Successfully complete the SIRA site inspection conducted by a SIRA auditor. Once the audit is approved, apply for the SIRA NOC through the portal for clearance.

SIRA approval is mandatory because, without it, the Dubai municipality will not issue a building completion certificate. SIRA-approved consultants like DSP Consultants help in achieving these certifications easily, which goes beyond paperwork, guaranteeing that residents live a safe and well-equipped protected environment, reducing security risks.

What are SIRA CCTV Requirements?

SIRA approval for CCTV (Closed-Circuit Television) involves adherence to specific regulations and standards. Here are some key considerations to keep in mind when you’re seeking approval:

Compliance with Regulations:

Ensure that your CCTV system complies with all relevant local and national regulations governing the use of surveillance technology. Only approved security consultants can guide you with specific SIRA guidelines and requirements for CCTV systems.

System Design and Installation:

Engage qualified professionals to design and install the CCTV system.
Verify that the system is designed to meet security needs and is installed according to industry standards.

Camera Placement:

Ensure that camera placement adheres to privacy regulations and does not infringe on public or private spaces where there is a reasonable expectation of privacy.

Data Protection and Privacy:

Implement measures to protect the privacy of individuals captured by the CCTV system.
Clearly outline how data will be stored, who will have access, and the duration for which data will be retained.

Image and Data Quality:

Guarantee that the CCTV system provides clear and accurate images.
Verify that the system has the capability to capture and store footage at an appropriate resolution and frame rate.

Storage and Retention:

Establish a secure data storage and retention policy that aligns with SIRA guidelines.
Ensure that data is stored in a tamper-proof manner and can be retrieved for investigative purposes.

Monitoring and Reporting:

Set up a monitoring system to ensure the CCTV system is operational and capturing footage as intended.
Develop protocols for reporting any system malfunctions or incidents promptly.

Testing and Certification:

Conduct regular testing and certification of the CCTV system to ensure ongoing compliance with SIRA standards.
Keep records of testing and certification processes.
